Collectively, these notices and the NCIDP published IIULA have been in routine, consistent and widespread use for many years. Few, if any, large business or government organizations remain within the U.S. that can claim ignorance of these laws, notices and the IIULA. Nevertheless, to ensure full applicability of these laws to each individual record, reiterate those prior notices, and fully ensure that IIULA penalties are fully enforceable contract law for an individual, such individuals continue to make such notices a regular, consistent, routine exercise with their forms and documents. In order to simplify the process of giving such notices, The National Council on Identity Policy has developed a collection of compact, convenient labels indispensable for a variety of documentary circumstances. These Privacy Enforcement Labels are designed to fit onto Avery* 8167 (inkjet) or Avery* 5267 (laser), or equivalent, return address labels, and are in PDF** file form. Printers and print drivers vary, so it may require some care to achieve properly aligned printing of these labels. Modifications were necessary to the default template in order for so much information to be packed onto each label, so the sheet includes a footer line with those custom variations. This may help with any page layout printer adjustments, perhaps page size and margins, that may be needed for printing on any variety of printers. Only two each of these notices is included on this sheet as "Disclosure is Mandatory" rarely, if ever, appears in U.S. statutes. This is because any such compulsion inherently deprives persons of their "right against self-incrimination" (Amendment V), and it and any other related or secondarily derived becomes wholly inadmissible in a court of law – assuming the court itself remains obedient to the law. Consequently, U.S. legislators have historically been extremely reluctant to write any statute addressing individuals directly and then commanding upon such individuals that "Disclosure is Mandatory" within such a statute, as the law requires must be done to make "Disclosure Mandatory" at law (P.L. 93-579, 42U.S.C.§408, et al.). These labels, then, are only useful in rare situations where "Disclosure is Mandatory" is affirmatively asserted by any State Actor. Manufacturers of generic or other brand labels often also refer to the "Avery" brand label reference numbers, and many software programs come with "Avery" templates preloaded. "Avery" brand labels and their associated reference numbers simply seem to have become a widespread standard, and the NCIDP reference to the "Avery" brand is solely and exclusively for that purpose and should not be interpreted as any endorsement of "Avery", "Avery" branded products, or of the company that manufactures products under the "Avery" brand name. The NCIDP itself uses labels from any variety of manufacturers and does not endorse any of them in any way. ** "PDF" is a specific type of computer file, short for "Portable Document Format" that is largely ubiquitous across the World Wide Web. Viewing it requires a special viewer program, called "Adobe Reader", that is freely downloadable. In the unlikely event that any visitor doesn't have that already installed, it is available for free from the Adobe website.
